Because Transportation on Demand is largely unknown to Quebecers, it needs to be popularized to increase understanding. At the Fabrique des Mobilités Québec, we aim to raise awareness of this increasingly popular concept of sustainable mobility, in particular by working with the province’s transportation authorities on pilot projects.
WHAT IS TRANSPORTATION ON DEMAND?
Transportation on Demand (TOD) is a form of transport whose timetable, itinerary and service are adapted to passenger demand, and whose fares are specific to or combined with those of the city network to which the service is linked. It’s a new way of planning trips and getting around in a simplified, efficient and flexible way.
OBJECTIVES AND OPPORTUNITIES
At a time when the Quebec government’s objective is to develop the range of modes of transport available to its citizens, the Ministère des Transports du Québec has launched a new financial assistance program for new forms of mobility in the province. The Fabrique des Mobilités Québec would like to take advantage of this opportunity to look into ways of collaborating with municipalities and regional transport authorities, in order to encourage the ecosystem to embark on the creation of eligible projects.
These initiatives would support the development of shared mobility across the province, and thus support the transition to a mobility that is more accessible and adapted to all.
EXPERIMENTS AND INITIATIVES
Several Transportation on Demand projects have already been launched across the province. Here is a non-exhaustive list of four existing initiatives that demonstrate the scope of this new mobility trend:
RTL – Saint-Bruno-de-Montarville and Longueuil / Boucherville: RTL on demand
The Réseau de transport de Longueuil (RTL), in partnership with Via, is offering an on-demand cab service. The RTL on-demand application lets you book a shared cab in real time. It offers several route options, affiliated to the network, for trips within predetermined sectors at the price of a regular trip.
RTC – Québec: On-demand transportation project – Flexibus RT
Since March 2022, the Réseau de transport de la Capitale (RTC) has deployed a transportation-on-demand service called Flexibus, which will serve eight targeted zones every day from 6 a.m. to 11 p.m.. The trip can be booked via the Flexibus app, on their website or with their customer service department, and the price is equivalent to a bus trip, including the connection.
STO — Gatineau : STO on Demand
For the second year running, the Société de transport de l’Outaouais (STO) is offering its Transportation on Demand service. Thanks to the STO on-demand application, it is possible to book a trip in advance at the same fare as the regular network. It is also possible to use the Transit planner.
Taxibus — Victoriaville : TaxiBus
Taxibus is an on-demand cab network operating in the city of Victoriaville, with over 800 points of service. A fleet of 30 vehicles, 50% of which are hybrid, serves users on flexible routes adapted to their needs, 7 days a week.

SUPPORT FOR TRANSPORT OPERATORS
Exo – Beloeil/McMasterville and Terrebonne : Exo on Demand
Exo – Beloeil/McMasterville and Terrebonne : Exo on Demand
In Beloeil/McMasterville, Exo’s partner Link allows users to book Transportation on Demand from 15 minutes to 7 days in advance. Exo has also teamed up with Taxelco to serve more remote areas. These projects will enable us to measure the impact of new offers on users, with a view to making public transport more sustainable.
The Fabrique des Mobilités Québec supports Exo’s pilot projects by ensuring that they correspond to the defined experimentation and hypothesis validation strategy.
Established objectives:
- Deploy new mobility services for users
- Reach new customers
- Reduce the carbon footprint of its services
- Increase customer satisfaction
- Identify a viable business model
TaCL – Taxibus on demand (under development)
Transport adapté et collectif des Laurentides (TACL) – Taxibus on demand
Currently under development, the Taxibus service offered by the Transport adapté et collectif des Laurentides (TACL) organization provides users with public transport by reservation, 7 days a week. Collaboration with TACL involved defining the call for tenders, experimental objectives and key results indicators for the pilot projects, in terms of both benefits and user satisfaction.
Established objectives:
- Enable better transport planning for users
- More detailed, real-time information on the TAD service
- Ease of use of the service
- Intuitive comparison between TAD and other means of transport
- Introduce new payment options
- Digitizing the Dial-a-Ride service
The benefits of TACL service enhancement have yet to be defined.
